Protocol of sanitary and healthcare inspection or a hygienic certificate of the Russian Federation confirms goods’ consumption safety. The Protocol is issued by the Department of the Federal Service (territorial branches as well) dealing with the Protection of Consumers’ Rights and Human Wellbeing. (ROSPOTREBNADZOR Department). The Protocol (hygienic certificate) may be issued on the basis of a hygienic inspection protocol and the protocol of tests and laboratory research.
A Hygiene Certificate is required for the following goods

2. Goods for children
3. Materials and equipment for drinking water supply
4. Perfumes and cosmetic goods
5. Chemical and petrochemical products, household chemical goods
6. Polymer and synthetic materials for construction, transport, furniture manufacture; chemical fibres and textile materials, synthetic leather
7. Machinery and device products for industrial, medical and domestic purposes
8. printed output – school books
9. Products made from natural raw materials subject to treatment
10. Materials for products to be in touch with human skin
11. Products which are sources of ionizing radiation
12. Some construction materials
13. Vehicles and transport products
14. Disinfection materials for domestic and sanitary purposes
15. Man-to-man defence products
16. Tobaccos
17. Pesticides and agrochemical products
18. Materials in contact with food products
