Certificates of Conformity (COCs) GOST- R (ГОСТ Р) Quality Certificate Russian Federation

International Center for Quality Certification and its staff may provide you with an assistance in obtaining the GOST R (Гост Р) system certificates. We can do it because we have cooperation contracts signed with three companies accredited in the Russian Federation and we have an office in Moscow.

Quality Certificate (Certificates of Conformity) of the Russian Federation is an official document issued according to the rules of the certification system; it confirms that the goods and services comply with the above-mentioned state standards requirements, established by the Russian Law on the Obligatory Certification of Goods and Services. The Law prohibits to sell goods, including imported goods, without the confirmation that an obligatory certification was effected.

Certification may be compulsory and voluntary. Both the compulsory and voluntary certifications are implemented in the framework of the GOST R certification system.

Compulsory certification of goods and services is effected according to the criteria established by the Law which introduces obligatory certification. The list of goods and services to be certified obligatorily is further detailed by the document entitled “Nomenclature” (Catalogue). It contains the names of specific types of goods whose compliance with standards should be obligatorily certified.

Voluntary certification is carried on the initiative of an applicant; it may be applied to any type of goods and is aimed to confirm their compliance with any standards, technical parameters, prescriptions and other documents, defined by the applicant. The system of voluntary certification is usually introduced in order to boost the demand through the confirmation of the high quality and safety of the goods, to ensure further mutual trust between suppliers and consumers, and greater choice of goods for consumers.

The voluntary certificate of the GOST R system looks the same as a compulsory certificate, but it has light blue background. The goods certified within this system may be marked by an appropriate sign of compliance. The sign serves to inform consumers about the fact that the goods comply with the requirements of the voluntary certification or national standard.

There exist alternative systems of voluntary certification that regulate the qualities of goods according to the criteria of quality compliance with standards and additional quality guarantees as well as special ecological characteristics of goods. All these requirements are formulated in specially worked out documents aimed to enhance the quality of goods.
 

Voluntary Certification

Even in case your goods are not included in the list of goods liable for compulsory certification you may enhance your goods’ competitiveness in the market by implementing voluntary certification. Voluntary certification of goods is implemented in the sphere not regulated by the legislation but according to the contract signed between the applicant (producer or supplier) and a certification body.
 

Exemption Letter for trade administration is a document to be received by the producer, supplier or seller of the goods; it allows to start trade turnover on the territory of the Russian Federation. The Letter informs the applicant that IT IS NECESSARY AND OBLIGATORY to obtain confirmation about the goods’ and services’ compliance with the requirements of normative documents. (compulsory certification and compulsory declaration). It is regulated by such documents as “List of Goods Liable for Compulsory Certification No.64”, “List of Goods Liable for Compulsory Declaration No.64”. Exemption Letter is valid for 12 months until the moment the above-mentioned documents are amended and technical restrictions are introduced for the goods in question.
